Article 1
These Enforcement Rules have been prepared according to Article 9 of the Praise and Commendation Act (hereinafter referred to as this Act).
Article 2
For the purpose of Article 2.1 of this Act, the great national revolution refers to the cause for founding the Republic of China, the achievement of the Three People's Principles (Nationalism, Democracy, the People's Livelihood), and participation in national politics, military, diplomacy, economics, and culture.
Article 3
For the purpose of Article 2.2 of this Act, participation in suppressing a rebellion and founding the nation refers to participation in national politics, military, diplomacy, economics, and culture.
Article 4
For the purpose of Article 2.3 of this Act, international affairs refers to international political, economic, cultural, news, overseas Chinese affairs, sports, and other communication.
Article 5
For the purpose of Article 2.4 of this Act, the initiation of cultural and educational undertakings refers to the initiation of non-profit schools, libraries, museums, art galleries, social and educational centers, folk museums, science centers, sports venues, and other educational and cultural undertakings by a private person or organization.
Article 6
For the purpose of Article 2.5 of this Act, the individuals who run risks to overcome obstacles and are loyal and steadfast that have died heroically refer to individuals who sacrifice their lives to protect national security, maintain peaceful society, or commit other loyal and brave and heroic outstanding contribution.
Article 7
For the purpose of Article 2.6 of this Act, the individuals who have a high regard for major academic contributions and work in the present age refer to individuals who are models for the general public for their significant contribution to important works or discoveries that innovate academically, as well as technology, national, social, or world peace, or academic communication.
Article 8
For the purpose of Article 2.7 of this Act, the individuals aiding the national economy and people's livelihood through important inventions refer to individuals that make specific contributions to the national economy and people's livelihood through an important invention.
Article 9
For the purpose of Article 2.8 of this Act, the individuals praised highly for virtue refer to individuals who truly practice the Four Principles and Eight Virtues and are inherently moral.
Article 10
For the purpose of Article 2.9 of this Act, the individuals who make special contribution to unite compatriots residing abroad and stimulate patriotic sentiment refer to individuals who make great contributions to the development of affairs concerning countrymen residing abroad and the stimulation of patriotic sentiment of countrymen residing abroad and the nation.
Article 11
For the purpose of Article 2.10 of this Act, the individuals who donate property, make earnest efforts to promote public good, and achieve significant performance refer to individuals who directly donate, individually or by organization, non-profit education, culture, social welfare, water conservancy, health care, or other public welfare undertakings that meet Articles 2 and 3 of the applicable standard for income tax exemption of educational, cultural, public welfare, or charitable institutions or organizations and make significant contributions.
The donated property is calculated in TWD (conversion), and the standard is more than TWD 50 million for a single donation or more than TWD 100 million for accumulative donation.
Article 12
If a legal person or organization is praised and commended, it shall only be proposed to grant a horizontal inscribed board.
Article 13
Except for special individuals praised and commended by the president, for praise and commendation, after detailed investigation, the central or local authority shall prepare an outstanding contribution table to describe the outstanding contribution and submit the outstanding contribution table attached with comment and affixed with seal to the following competent authorities for preliminary review, along with documentary evidence according to the identity of the praised person:
(1)Citizen and civil servant elected by the people: Ministry of the Interior
(2) Public servants: Administration of the Civil Servant and Central Personnel Administration (3)Soldier: Ministry of National Defense
(4)School personnel and educational and cultural personnel: Ministry of Education
(5)Foreign residents: Overseas Community Affairs Committee
(6)Foreigner: Ministry of Foreign Affairs
(7)Cultural personnel: Ministry of Culture.
The aforementioned outstanding contribution table shall be directly prepared and submitted by the competent authorities.
For the praise and commendation of a legal person or organization, after detailed investigation, the local municipal or county (city) government shall prepare and submit the outstanding contribution table attached with comment and affixed with seal to the relevant competent authorities for preliminary review, along with documentary evidence according to the status of the applicant.
The format for the outstanding contribution table is provided in the appendix.

Article 14
The preliminary review authority shall conduct a detailed investigation on the outstanding contribution of the application and consult the competent authority about said outstanding contribution; the competent authority of the outstanding contribution shall express its opinions on whether or not they meets the requirements.
After review, the preliminary review authority shall make and submit a preliminary review opinion to the Executive Yuan for review. For praise and commendation through a horizontal inscribed board, the Executive Yuan shall submit the outstanding contribution table to the president for approval. For praise and commendation through formal decree, after approval by the Executive Yuan, the application shall be made to the president for approval together with the outstanding contribution table.
Article 15
The order or the horizontal inscribed board of praise and commendation shall be sent to the preliminary review authority, which shall appoint personnel to present the order or horizontal inscribed board to the praised and commended person. If the praised and commended person lives abroad, overseas embassies and consulates shall be requested to send the order or horizontal inscribed board.
Article 16
For the dead to be venerated in the National Revolutionary Martyrs' Shrine or local martyrs’ shrine according to Article 5 of this Act, the preliminary review authority shall transfer the case to the Ministry of National Defense or the Ministry of the Interior for processing according to the “Implementation measure for the burial, commemoration, and praise of officers and soldiers who fight in the national army or sacrifice for the public” or “Regulations for the martyrs’ shrine”.
Article 17
For the dead to be praised and commended by explicit order for life story and worshiped in Academia Historical according to Article 6 of this Act, the Office of the President shall be responsible for relevant procedures.
For the dead to be listed in the general history of province (city) and county (city), the preliminary review authority shall make application to the Ministry of the Interior.
Article 18
The spouse or direct relative of the praised and commended person shall receive the praise and commendation order on his/her behalf, and the horizontal inscribed board shall be granted for the praised and commended person as previously described.
Article 19
If the praise and commendation order is lost, or the horizontal inscribed board is damaged due to force majeure, the praised and commended person, or his or her spouse or direct relative shall state the reason and make an application for replacement to the preliminary review authority, and the preliminary review authority shall submit the application to the Office of the President for issuance of a certificate.
Article 20
These Rules shall come into effect on the date of promulgation.
