Article 1
These Regulations are established by the Ministry of the Interior (hereinafter referred to as the "Ministry") in accordance with Article 9, Paragraph 1 of the Medal Award Act to reward individuals who have made meritorious contributions to interior affairs.
Article 2
The Ministry's Professional Medals are classified into two types: the Interior Affairs Professional Medal and the Conscription Affairs Professional Medal.
The awarding of the Interior Affairs Professional Medal is limited to individuals who have made meritorious contributions to civil affairs, household registration affairs, social affairs, land administration affairs, construction, police administration, firefighting, entry and exit control and immigration, air service, and other matters related to interior affairs.
The awarding of the Conscription Affairs Professional Medal is limited to individuals who have made meritorious contributions to conscription-related affairs.
Article 3
The Interior Affairs Professional Medal shall be awarded to individuals who meet any of the following criteria in civil affairs:
(1)Made significant contributions to the promotion of local self-governance.
(2)Made significant contributions to civic participation in government affairs.
(3)Made significant contributions to religious, ceremonial, or funeral affairs.
(4)An elected local public official who has served for more than 30 years and has made significant contributions to civil affairs.
(5)Made significant contributions to the research and development of civil affairs issues.
(6)Made special or significant contributions to other matters related to civil affairs.
Article 4
The Interior Affairs Professional Medal shall be awarded to individuals who meet any of the following criteria in household registration affairs:
(1)Made significant contributions to household registration administration.
(2)Made significant contributions to nationality administration.
(3)Made significant contributions to household surveys and population statistics.
(4)Made significant contributions to the outstanding achievements in the implementation of population policy.
(5)Made significant contributions to the research and development of household registration issues.
(6)Made special or significant contributions to other matters related to household registration affairs.
Article 5
The Interior Affairs Professional Medal shall be awarded to individuals who meet any of the following criteria in social affairs:
(1)Made significant contributions to the business of cooperative enterprises and civil associations.
(2)Made significant contributions to the research and development of cooperative enterprises and civil associations.
(3)Made special or significant contributions to other matters related to cooperative enterprises and civil associations.
Article 6
The Interior Affairs Professional Medal shall be awarded to individuals who meet any of the following criteria in land administration affairs:
(1)Made significant contributions to assisting in the implementation or enforcement of land policies.
(2)Made significant contributions to promoting the achievements of our nation’s land reform and fostering international cooperation.
(3)Made significant contributions to the research and development of land administration issues.
(4)Made special or significant contributions to other matters related to land administration affairs.
Article 7
The Interior Affairs Professional Medal shall be awarded to individuals who meet any of the following criteria in construction affairs:
(1)Made significant contributions to the implementation of regional plans, urban plans, national park plans, public housing plans, or other construction programs and measures.
(2)Made significant contributions to building public housing, developing public facilities, or undertaking national park business.
(3)Made significant contributions to the successful completion of a particularly challenging construction, or to making notable improvements or inventions in construction methods, by undertaking construction or design supervision.
(4)Made significant contributions to the development of urban development or the renewal of old urban areas by providing special technical methods, promoting the sound development of urban areas.
(5)Made significant contributions to the conservation of natural resources, improvement of the living environment, or the maintenance of public safety.
(6)Made significant contributions by the donation of land and property for the development of public facilities.
(7)Made significant contributions to the research and development of construction issues.
(8)Made special or significant contributions to other matters related to construction affairs.
Article 8
The Interior Affairs Professional Medal shall be awarded to individuals who meet any of the following criteria in police administration affairs:
(1)Made significant contributions to the advancement of police administration affairs.
(2)Made significant contributions to the promotion of international police liaison and cooperation.
(3)Made significant contributions to public security by taking risks to solve major criminal cases.
(4)Made significant contributions to the research and development of police administration issues.
(5)Made special or significant contributions to other matters related to police administration affairs.
Police officers, except those with outstanding achievements, special circumstances, or recipients of the First Class, Level One Police Medal, shall first apply for the Police Medal.
Article 9
The Interior Affairs Professional Medal shall be awarded to individuals who meet any of the following criteria in firefighting affairs:
(1)Made significant contributions to the advancement of firefighting affairs.
(2)Made significant contributions to disaster relief and emergency rescue by taking risks and performing duties with courage and dedication.
(3)Made significant contributions to assisting in the promotion of firefighting affairs and in disaster relief and emergency rescue work.
(4)Made significant contributions to the research and development of firefighting issues.
(5)Made special or significant contributions to other matters related to firefighting affairs.
Firefighters, except those with outstanding achievements, special circumstances, or recipients of the First Class Firefighting Medal, shall first apply for the Firefighting Medal.
Article 10
The Conscription Affairs Professional Medal shall be awarded to individuals who meet any of the following criteria in conscription affairs:
(1)Made significant contributions to the improvement of the military service system or military service laws and regulations, thereby strengthening national defense.
(2)Made significant contributions to planning or implementing conscription-related affairs.
(3)Made significant contributions to the implementation of the recruitment of service-age men and reserved military men and the management of the national militia.
(4)Made significant contributions to handling preferential treatment and providing support for military personnel and their families, as well as protecting their rights and interests.
(5)Made significant contributions to the research and development of conscription-related issues.
(6)Made special or significant contributions to other matters related to conscription affairs.
Article 11
The Interior Affairs Professional Medal shall be awarded to individuals who meet any of the following criteria in entry and exit control and immigration affairs:
(1)Made significant contributions to the care and guidance of immigrants or the promotion of their rights and interests.
(2)Made significant contributions to the promotion of international liaison and cooperation in entry and exit control and immigration affairs.
(3)Made significant contributions to the research and development of entry and exit control and immigration issues.
(4)Made significant contributions to the maintenance of border security or the prevention of human trafficking.
(5)Made special or significant contributions to other matters related to entry and exit control and immigration affairs.
Article 12
The Interior Affairs Professional Medal shall be awarded to individuals who meet any of the following criteria in air service affairs:
(1)Made significant contributions to the advancement of air service.
(2)Made significant contributions by performing air services, taking risks and performing duties with courage and dedication.
(3)Made significant contributions to assisting in the advancement and execution of air services.
(4)Made significant contributions to the research and development of air service issues.
(5)Made special or significant contributions to other matters related to air service affairs.
Article 13
The Interior Affairs Professional Medal and the Conscription Affairs Professional Medal are each divided into three classes: First Class, Second Class, and Third Class, all to be worn with a ribbon bar. Except in cases of exceptional deeds or special circumstances, the initial award shall be Third Class, with the possibility of promotion to a higher class based on merit. The same deeds shall not be awarded two types of medals. However, foreigners shall not be subject to the class restrictions.

Article 14
No Professional Medal of the Ministry shall be awarded to any person who has committed any of the following acts within the past ten years; if already awarded, the Ministry may cancel and recover both the medal and the certificate:
(1)Has been sentenced to imprisonment for a term of imprisonment or more, without being granted probation or without having the sentence commuted to a fine.
(2)Has been subject to disciplinary action in accordance with the Public Functionaries Discipline Act.
(3)A public servant or educator who has received one major reprimand or more severe penalty in regular conduct assessment.
(4)Has engaged in misconduct or violation of the relevant laws and regulations, causing serious harm to professional ethics or the reputation of their professional field, with solid evidence.
Article 15
Applications for awarding a Professional Medal under these Regulations shall be submitted by the respective competent authorities or associations at all levels, accompanied by a completed Award Application Fact Form and relevant supporting documents. After review and approval by the Ministry and determined by the Minister, the award shall be awarded in a public ceremony.
The format of the Award Application Fact Form referred to in the preceding paragraph is shown in Appendix II.

Article 16
The awarding of a Professional Medal shall be accompanied by the issuance of a certificate, the format of which is shown in Appendix III. When the medal is awarded to a foreign national, a translated version may be attached.

Article 17
Individuals eligible to apply for the Ministry's Professional Medal may be awarded posthumously, with the medal to be received by their spouses or relatives in the order prescribed in Article 1138 of the Civil Code.
Article 18
These Regulations shall come into effect on the date of promulgation.
